The
Finance Department is responsible for the financial operations
of the District. The department prepares and
administers the annual budget, the levy and collection
of Ad Valorem Taxes, billing and collection of utility
bills, processing and payment of all operating and construction
disbursements, management of the District’s debt,
cash and investment management, financial reporting and
implementation and monitoring of financial internal controls.
The Board of Supervisors adopts the District’s
budget in September for the fiscal year beginning October
1. The
primary sources of funds for the District are ad valorem
taxes and utility sales. Utility sales are billed monthly,
based on usage and rates established by the Board of Supervisors
for the 9 various utilities maintained by the District.
Ad valorem taxes are billed annually, in November, based
on the millage adopted by the Board of Supervisors and
the assessed value of the property within the District.
