The District’s Support Services Department's primary responsibilities consist of overseeing the District’s procurement, contracting and purchasing needs as well as the complete oversight and management of the delivery of its new roadway infrastructure projects and for providing the ongoing care and maintenance of the District’s existing facilities and vehicular assets.

Prior to the inception of the Support Services Department, the administration of the District’s procurement, contracting and purchasing activities, as well as the management of the design and construction of its larger roadway and bridge projects was provided by various outside sources. During that time, the technical services division of the District’s Emergency Services Department performed the responsibility for maintenance of the District’s facilities and vehicular assets. In the interest of improving quality and efficiency, reducing costs, and to promote uniformity of processes as well as consistency in applying best business practices, all of these services have since been consolidated under Support Services.

Procurement
Support Services ensures compliance with established guidelines governing the solicitation of competitive bids and requests for proposals for goods and services with the objective of achieving the best obtainable value for each dollar spent for the goods and services purchased. Bidding practices are appropriately monitored and held to the highest standards thereby ensuring that all solicitations for bids are conducted objectively and with the utmost integrity.

Project Management
With complete responsibility for delivering the District’s large roadway and bridge projects, Support Services manages all aspects of project delivery through design and construction. Our experienced project management staff is comprised of professionals with a solid track record of delivering quality-constructed projects for both public and private entities within established budgets and timeframes. Support Services maintains a hands-on role on each project from inception to completion and facilitates all requests for funding, creation of the project team, acquisition of all required agency permits, qualification and selection of engineering, inspection and management professionals, all bidding and contracting for construction and general oversight and management of all disciplines. Support Services also works closely to address interests and concerns of landowners of properties adjacent to and affected by the District’s roadway and bridge projects.

Through its project management staff, Support Services will deliver the Western Beltway Connector Road Project, projected to cost $36.9 million which will provide a primary link between the new Western Beltway, located west of Walt Disney World® Resort and Buena Vista Drive.

Facilities Maintenance
In addition to its many roadways, bridges and other infrastructure facilities, the District’s facility assets also include its administrative headquarters building, its four fire stations, its environmental services building and its post office, all of which are maintained on a year-round basis.

Vehicle and Equipment Maintenance
Support Services also handles the ongoing care and preventative maintenance of the District’s diverse fleet of over 50 vehicles comprised of both advanced emergency rescue and conventional vehicles. Support Services employs a qualified staff of certified, experienced technicians to administer the ongoing care of the Emergency Services Department’s emergency response and rescue vehicles as well as its comprehensive array of rescue equipment and self contained breathing apparatus. The in-house performance of these services has resulted in greatly improved response time to equipment repair needs while continuing to produce substantial savings in vehicle and equipment repair costs for the District - both ongoing objectives to which each member of the Support Services Department remains committed.

Support Services will soon implement the District’s first online contract management system (“CMS”), greatly enhancing its contract administrators’ capabilities in preparing, issuing and administering the more than two thousand contracts and purchase orders issued annually.
